is this bad for the engine? my friend told me I shouldn't because it aint good for it if I switch. If the engine is designed for 91 anything under 91 will retard the engines timing (even if just a little). I suggest running the tank of 89 until its as close to empty as you feel comfortable with bef...

Yes. I suggest emptying the current tank as much as you can before you refill with 91.

I'm not 100% sure what a silencer is. However, the chances are, unless its super restrictive of exhaust there shouldn't be any hit in performance. Tiny 1.whatever litre engines don't need gigantic fart cans.
