I see a waste gate sticking through the hood and an intercooler behind the grille. Seeing as how this wasn't an SRT-4, turbocharging it deserves him some slack. Still, the WRX hood, single wiper blade, and pointless advertising stickers cancel out the possible cool of a fast car.

dont worry that neon will walk you. even if it got the blowoff sticking out of the hood and a scoop to cool down the underhood temps, and a nitrous fogger because the bumper is covering the front mount and fogging nitrous is the only way to get cold air on it. it will still walk you, and then you look even worse losing to a neon, and a shitty looking neon at that

Lose the hood and the stickers and I'd rock the hell out of it. There's a guy around here who has a turbo'd neon like that, it's fast as hell and the ultimate sleeper.
