Seriously? I've never heard of this. I coast in neutral quite often, like when approaching red lights, for example. It strikes me as wrong that this could be against any law.

I try and look at the tach at no other time than when I'm fearing redline. Mine is somewhat low, so going WOT in second, for example, is one time when I'll glance at my RPMs. But not when launching or shifting.
